Commodity Specific Advice

Advertising:

As provided under Louisiana R.S. 43:111, the University shall not expend any public funds for advertising in any newspaper, book, pamphlet, periodical, or radio/television stations, except as follows:

All advertising, regardless of the cost, requires prior approval from the office of Purchasing. An advertising requisition form must be submitted, along with a copy of the advertisement that has been approved by Human Resources Management for employment or University Relations for institutional type advertising and documentation indicating the cost.

Awards:

The procurement of awards of any form to be given to University employees is not allowed. However, awards given to students are an acceptable purchase.

Decorations:

Decorative, unusual, personal, or any other items inconsistent with a department's mission are normally not allowed.

Deposits, Donations, & Loans:

Deposits represent a pledge of state funds. The Louisiana Constitution under Article 7 Section 14 states:

14. Donation, Loan, or Pledge of Public Credit:

Section 14.(A) Prohibited Uses. Except as otherwise provided by this constitution, the funds, credit, property, or things of value of the state or of any political subdivision shall not be loaned, pledged, or donated to or for any person, association, or corporation, public or private.

University policy shall be that "no" funds or other property will be loaned, pledged or donated unless otherwise exempted by the constitution or other provision of the law.

The purchase of institutional memberships in organizations, subscriptions to publications and registration or entry fees are not deposits and may be processed provided documentation of costs are provided with the purchase requisition.

Flowers:

CM-18 has been rescinded. State funds may not be used for the purchase of flowers and plants for commemorative purposes.
