| HISTORY, PHILOSOPHY AND ORGANIZATIONAL STRUCTURE MISSION: To Provide Accessible Quality Health Care In A Safe Environment. HISTORY: A State Hospital Board was created in 1936 which built a chain of “charity” hospitals throughout the state to provide for the medical needs of the states indigent population. Hospitals were built in Lafayette, Pineville, Independence, and Monroe. In 1938, just prior to beginning construction of this hospital, a huge barbecue was provided to the general public. A parade was held and a celebration attended by thousands of area people was an indication of the need and public acceptance of the hospital. At that time in Louisiana and across the nation, just following the depression and prior to World War II, the need for facilities of this type was great and welcomed by the public. Huey P. Long Medical Center has been in continuous operation at the same location since 1939, when it opened under the direction of Dr. O. W. McFarland and was known as Mid-State Charity Hospital. The purpose of the hospital was to provide medical care to the indigent population of Central Louisiana, including the parishes of Allen, Avoyelles, Catahoula, Concordia, Grant, LaSalle, Natchitoches, Rapides, Sabine, Vernon, and Winn. Legislation in 1990 created a new governance structure for the Charity Hospital System. Implementation was to occur in two phases: (1) Creation of the Louisiana Health Care Authority Board and local boards for each of the system hospitals. These boards were to prepare and submit a Five Year Plan for the operation and maintenance of the charity hospitals to the legislature during the 1991 Regular Session. (2) Remaining provisions were contingent upon additional action by the legislature. In 1991 the Louisiana Health Care Authority took over the operation of the state-owned acute care hospitals. These hospitals operated under the Louisiana Health Care Authority until July 1, 1997, when operation was turned over to LSU Medical Center - Health Care Services Division. Effective July 1, 2007 Huey P. Long Medical Center is governed under LSU Health Sciences Center – Shreveport. The state board or governing body directs the overall operation of the hospitals. Each hospital also has a local board to oversee certain areas such as the accreditation process. The Hospital Director (administrator), Mr. Gary Crockett is directly responsible to these boards. It is the goal of the LSU Health Sciences Center – Shreveport and this hospital to provide excellent care to all patients regardless of financial situation. Services provided include surgery, medicine, obstetrics, gynecology, pediatrics, ophthalmology, dental, and psychiatric care. Our hospital is also affiliated with LSU Health Sciences Center which staffs the hospital with specialty residents, interns, students, and consulting physicians on the various services. Area physicians also provide care in our clinic areas and contract physicians provide care in our Emergency Room on a contractual basis. |
