LSUHSC-NO Retiree Annual Enrollment Information
LSU’s Annual Enrollment is being held from October 1, 2018, through October 31, 2018. During this time, you are able to change health plans for an effective date of January 1, 2019. If you wish to remain in the same plan, you do not have to submit a form. You only need to submit a form if you want to change your health plan for the 2019 plan year (January 1, 2019 - December 31, 2019).
The Office of Group Benefits (OGB) has extended their annual enrollment through November 15, 2018. Please note that the November 15th deadline applies ONLY to OGB plans (not LSU First or any voluntary plans such as dental/vision).

Medicare Part A and Part B
All retirees and retiree spouses who are eligible for no-cost Medicare Part A MUST enroll in Medicare Part A and Part B and submit proof of enrollment to Benefits. Those who are not eligible for no-cost Medicare Part A must provide proof of ineligibility.
In addition, any retiree or retiree spouse on an OGB plan with both Medicare Part A and Part B are eligible for a reduced premium. If you have not provided us with proof of coverage in both Medicare Part A and Part B, please submit a copy of your Medicare card to Benefits (email@example.com) in order for your monthly premiums to be adjusted accordingly.
The health plans available for the 2019 plan year are:
- LSU First Plan, Option 1 (if you are currently in Option 2, you will be defaulted to Option 1 unless you choose an OGB plan instead)
- LSU First Medicare Retiree Plan (Option 3)
- Pelican HRA 1000 Plan administered by Blue Cross Blue Shield
- Magnolia Local Plan administered by Blue Cross Blue Shield
- Magnolia Local Plus Plan administered by Blue Cross Blue Shield
- Magnolia Open Access Plan administered by Blue Cross Blue Shield
- Vantage Medical Home HMO plan administered by Vantage
- Additional Medicare Advantage plans through the Office of Group Benefits
Changes to the Health Insurance Plans Effective January 1, 2019
The Office of Group (OGB) Benefits Health Plans
Beginning January 1, 2019, the following changes will be effective for the Blue Cross and Blue Shield of Louisiana plans:
- Retiree 100 premium will increase to $81.00 per member, per month.
- Retirees with Medicare will see their prescription drug coverage change from Medicare GenerationRx to VibrantRx.
- Retirees with Medicare will be moved to a more restrictive formulary.
- Two new Medicare Advantage options
- Blue Advantage HMO
- Humana Medicare Advantage Employer HMO
The contract for Life Insurance with Prudential expires on 12/31/18. A request for proposals was sent out in May. The contract award was protested. Once the protest is resolved, OGB will post more information on the Life Insurance plan.
* NOTE: LSU First plans WILL NOT be discussed at OGB Meetings. Please attend an LSU First meeting for more information on the LSU First plans
LSU First Health Plan
LSU First Choice Providers and Generic medications will continue to be paid at 100% after HRA.
2019 Plan Changes:
- Premiums for this plan will increase by 3%. The new premium rates can be found here.
- $150 Emergency Room co-pay (waived if admitted)
- Elimination of Option 2 plan (Employees with Option 2 will be defaulted into the Option 1 plan unless an OGB plan is elected instead)
LSU First Medicare Retiree Plan (Option 3)
LSU First continues to partner with UnitedHealthcare® to provide LSU First Medicare-eligible retirees, and all eligible dependents, with the LSU First Medicare Retiree Plan for your health and prescription drug coverage. You must be entitled to Medicare Part A, enrolled in Medicare Part B, and continue to pay your Part B premium to be eligible for coverage.
2019 Plan Changes:
- The premiums for this plan will decrease by approximately 5% for 2019. The new premium rates can be found here.
- Emergency Room co-pay will be $50 (waived if admitted).
Please note that if you or any of your covered dependents are not eligible for Medicare A and B, then you are not eligible for this plan. OGB Medicare Advantage Plans
Retirees (and their covered dependents) with Medicare Part A and B have additional health plan choices. Medicare Advantage plans for 2019 include: Blue Advantage HMO (new), Humana Medicare Advantage HMO (new), Peoples Health, Vantage Premium, Vantage Standard, Vantage Basic, and Via Benefits (formerly OneExchange). It is recommended that you visit info.groupbenefits.org to view 2019 plan information, attend an OGB meeting* or call 1-800-272-8451 for information on all OGB plans.
Changes to the Voluntary Insurance Plans Effective January 1, 2019
Please note that if you are not already a current participant in the UnitedHealthcare Vision, Dental, or Life Insurance plans, you are NOT able to enroll during Annual Enrollment.
Dental Insurance with UnitedHealthcare:
There will be a 5% premium increase on both the Basic and Enhanced Plans. There are no plan design changes. To find an in-network provider, please visit www.myuhcdental.com and select the National PPO 20 option. You can add or delete dependents or switch between the Basic and Enhanced plans during annual enrollment. No action is required if you wish to continue your current coverage. Vision Insurance with UnitedHealthcare :

Voluntary Life Insurance and AD&D with UnitedHealthcare:
There will be no plan design or premium changes with your Life and AD&D Insurance. If you changed age bands, your monthly premium on your Life insurance will increase effective 1/1/2019. No action is required if you wish to remain in this plan.

Reminder : The deadline to make any Annual Enrollment changes for LSU First, LSU First Medicare Retiree, and Voluntary Benefit plans is October 31, 2018. The deadline to make any changes for the OGB Health Plans is November 15, 2018. Changes submitted will be effective January 1, 2019. Please submit all change forms to the Benefits area of LSUHSC-NO (firstname.lastname@example.org). Submitting information directly to OGB may delay processing and result in incorrect insurance deductions.
