Administered by Blue Cross Blue Shield of LA and CVS Caremark
The Office of Group Benefits (OGB) offers multiple health plans, including the Magnolia Local and Local Plus Plans. The claims administrator is Blue Cross and Blue Shield of Louisiana, while the pharmacy benefit manager is CVS Caremark. The Magnolia Local and Magnolia Local Plus Plans offer lowers deductible than the Pelican plans in exchange for a higher premium. The Local and Local Plus plans are ideal for members who prefer the predictability of co-payments with $25 primary care co-pays and $50 specialty care co-pays. The main difference in the Local and Local Plus is the network of providers. Out-of-network care for both plans is provided in emergencies only.

This plan is ideal for members who live in the parishes within the available networks and don't plan to utilize out-of-network care. However, out-of-network care is provided in emergencies. Your residence determines which Magnolia Local network you are in.
Community Blue - Community Blue is a select, local network designed for members who live in the parishes of Ascension, East Baton Rouge, Livingston and West Baton Rouge.
Blue Connect - Blue Connect is a select, local network designed for members who live in the parishes of Acadia, Bossier, Caddo, Evangeline, Iberia, Jefferson, Lafayette, Orleans, Plaquemines, St. Bernard, St. Charles, St. John the Baptist, St. Landry, St. Martin, St. Tammany and Vermilion.

The Magnolia Local Plus plan offers the same coverage as the Magnolia Local plan. This plan differs from the Magnolia Local plan by providing the Blue Cross nationwide network. Out-of-network care is provided in emergencies only.

OGB uses the CVS Caremark formulary to help members select the most appropriate, lowest-cost options. Members will continue to pay a portion of the cost of their prescriptions in the form of a co-pay or coinsurance. The amount members pay toward their prescription depends on the tier of medication-generic, preferred brand, non-preferred brand, or specialty drug.
Note that the coverage is the same for both plans. The difference in the plans is the network of providers.

As an member participating in one of the Magnolia Open Access health plan, you are automatically enrolled in the Access2Day Health program. When you arrive at an Access2day Health clinic, simply present your Access2day Health membership card and your BCBSLA insurance card. You will placed at the head of the line. The Live Better Louisiana 2023 program year runs from Oct. 1, 2022 - Sept. 30, 2023. Save money on your health insurance premium through Live Better Louisiana, an OGB program that gives Blue Cross plan members resources to help you better monitor your health, understand your risk factors and make educated choices that keep you healthier.
To participate in the Live Better Louisiana program and get a Catapult check-up, you must be the primary member on an OGB Blue Cross plan at the time of the check-up. In order to receive the credit, you must be enrolled in an OGB Blue Cross plan as the primary member in 2024.
